Babe Howell is a professor at the City University of New York (CUNY) School of Law, known for her expertise in criminal law, policing, and the intersections of race and justice. Her scholarship focuses on over-policing, prosecutorial discretion, and gang enforcement practices, particularly in urban communities of color. Howell has been recognized for her critical analysis of New York City’s policing tactics, including stop-and-frisk policies and gang conspiracy prosecutions, contributing to public discourse and legal reforms. Prior to joining CUNY Law, she worked as a public defender and continues to engage in advocacy aimed at ensuring equity in the criminal justice system.
