Katy Neas is CEO of The Arc of the United States, the nation’s largest community-
based organization advocating for and serving people with intellectual and
developmental disabilities (IDD) and their families. She leads The Arc’s
Washington, DC office and a nationwide network of nearly 600 state and local
chapters.
With 35 years across government and the nonprofit sector, Katy is widely
recognized for bipartisan, collaborative leadership at the intersection of disability
rights, education, and public life. Early in her career, she worked on the U.S.
Senate Subcommittee on Disability Policy on landmark laws including the
Americans with Disabilities Act (ADA) and the Individuals with Disabilities
Education Act (IDEA). She later served as Deputy Assistant Secretary and Acting
Assistant Secretary in the U.S. Department of Education’s Office of Special
Education and Rehabilitative Services, and held leadership roles at the
Association of University Centers on Disabilities and Easterseals. She also served
as Past Chair of the Consortium for Constituents with Disabilities (CCD).
