Kim Musheno is Senior Director of Medicaid Policy at The Arc of the United
States. She specializes in Medicaid policy that affects people with disabilities and
their families, with a focus on long-term services and supports and health care
access through Medicaid. Kim translates federal policy debates into real-world
impacts for individuals and families, and supports advocacy to strengthen
services in the community.
With nearly 30 years of experience in disability policy, Kim has contributed to
major disability and health policy priorities, including work connected to
Medicaid, the Affordable Care Act, the Americans with Disabilities Act (ADA), the
Individuals with Disabilities Education Act (IDEA), the Rehabilitation Act, and the
Autism CARES Act. Before joining The Arc, she held senior leadership roles at the
Autism Society of America and the Association of University Centers on
Disabilities
