Tom McInerney is an international lawyer, scholar, and strategist with over 25 years of experience promoting rule of law and development across global contexts. He has advised governments, international organizations, and civil society on legal reform, governance, and regulatory frameworks. Since 2011, he has taught in the Rule of Law for Development Program at Loyola University Chicago School of Law, contributing to the education of legal professionals working in transitional and developing environments.
