Are New Zealanders generally ill mannered, impatient, and sometimes just plain obnoxious when they get behind the wheel of car? The government is looking to change a collection of road rules, including a mandatory passing gap for motorists overtaking cyclists or horse riders, and a requirement for drivers travelling under 60 km/h to give way to buses pulling out of the bus stop.
