Plates are counterweighted just so to value the Scaled Company in episode 34. By tactifully inciting certain individuals of various warring clans, we are sure our blood soaked snow arrow will lead to a conflict far reaching than even we could hope for. Or at least thats the plan. 

In much the same way that a handshake was meant to be a way to socially explain that you are holding no weapon and invite the same, we might not quite understand the entire culture.
