Governor Katie Hobbs presented the Triumph Over Tragedy Award to Dignity project manager Barb Strachan at this year's Arizona Crime Victims' Rights Award Ceremony. A sexual assault survivor herself, Strachan has dedicated the last 20 years of her career to empowering victims of sex trafficking and exploitation.
