The Association shall hold an Annual Meeting of Members to receive the report of the election of Directors and to transact such other business as may properly come before the meeting at such time and place as shall be determined by the Board of Directors. but in no case later than November 30th of each calendar year. Notice of the time and place of such meeting shall be published in consecutive issues of the official journal of the Association not less than twice prior to the holding of the meeting.”
