멘붕 is short for 멘탈 붕괴. It's a relatively new slang term. Here, 멘탈 means "mental" in English, but it's often used to mean "one's mental status" in Korean. And if something 붕괴되다, that means it has "collapsed." So, 멘탈 붕괴 literally means that your brain, or your mental status, has collapsed. You can use this in various situations, but it's commonly used when something bad has happened to you and you don't know what to do. For example, let's say that you thought your test was in 5 hours, but it turned out it's only in 20 minutes. In that kind of situation, you can say "나 지금 멘붕 상태야", which means "Right now, my status is 멘붕"
