Judge Sir David J Carruthers, of the Independent Police Conduct Authority (IPCA), speaks on restorative justice at the 2012 Harkness Henry lecture hosted by Te Piringa - Faculty of Law, University of Waikato.Sir David was appointed a District Court Judge, with Family Court and Youth Court warrants, in 1985. In 1995 he was made Principal Youth Court Judge and was Chief District Court Judge from June 2001 to June 2005. He served as Chairperson of the New Zealand Parole Board from 2005 to 2012 before commencing as Chair of the Independent Police Conduct Authority from June 2012.
