Rogers Park is a neighborhood in Chicago, Illinois with a population of 54,011. Rogers Park is in Cook County and is one of the best places to live in Illinois. Living in Rogers Park offers residents a dense urban feel and most residents rent their homes. In Rogers Park there are a lot of bars, restaurants, coffee shops, and parks. Many young professionals live in Rogers Park and residents tend to be liberal - it is the melting pot of Illinois where people from all racial and ethnic backgrounds live. In February of 1991, Yolanda Mena and her two children were counted among the residents of the neighborhood. On a Tuesday evening, Yolanda’s youngest child, four year old Angelica, would head down the stairs from their third floor apartment to visit her aunt and cousins - which she had done often before - but she would never return home.

Senate Judiciary Committee members heard testimony on a bill that would allow child care centers to check the criminal record of prospective employees by contacting a national computer network. The National Child Protection Act of 1991 would also bolster state and national criminal databases necessary to ensure accurate background checks. Committee Chair Joe Biden (D-DE) planned to introduce this bill in the Senate in the near future. Talk show host Oprah Winfrey testified that she was a victim of abuse as a child. She devoted several of her programs to the issue of child and sexual abuse.
