Metrolink tries new ways to reduce pedestrian and car collisions. In a 9-0 ruling from the Supreme Court has made it harder for local governments to impose certain fees -- and a little easier for a builder to sue over such fees. South Los Angeles and Orange County are the biggest emitters of a lesser-known green house gas according to a new study.
