Suff targeted women in and around the

Elzenor. Investigators believe he started

killing women in 1986, not

too long after serving almost ten years in prison

in Texas for a murder over there. Earlier

his arrest in January of 1992, Suff was

connected to nineteen murders. Some

suspect that the number could

be much higher. Many

believe that Suff is virtually unknown due to

his victim demographic. Local

sex workers, many of whom, had criminal records

and were struggling with addiction. Bill

picked up these vulnerable women in his van

several cases, he remained at the crime scene to mutilate

was an amazing place to live. Ideal weather,

beautiful mountainous desert topography, some big

lakes, flowing rivers, lots of fresh

fruit, a lot of good jobs to go

around for a lot of people. Four decades

later in 1939, the city was still a prominent

place to live. The first screening of

Gone with the Wind took place at the

Riverside Fox Theater, one of the nicest, most opulent theaters

on the west coast at that time. Today,

still looked at as a nice place to live

by many, but not as opulent. No

longer a real prominent city. When I

lived in Santa Monica, talks of Riverside, you

know, usually framed as being shithole. I

don't think it actually is. Some LA snobbery going on

there for sure, but definitely no longer considered like, you

know, a place where the cool kids are living. Looked

at more as a place where, you know, you can live

10:50

if you want to be able to actually buy a house,

with a yard, for the kids, if you can't afford to

10:54

do that in the LA area. Western

half of the county, where today's story largely takes

place, now largely associated

with Southern California traffic. A lot

of people commuting west for work, and

also poor air quality due to high levels of

air pollution. So much smog, actually one of the

worst counties in all of America, as

rated by the American Lung Association in 2020. It's

a very racially mixed area. About

half the residents of Riverside, the city,

for example, identifies Hispanic, with 80% of

those residents identifying as Mexican

or Mexican-American, according to 2010 census data.

About 7% identify as Black, another

white, with some of those residents also

identifying as Hispanic. Today's

story takes place largely in two cities in Riverside

County, Lake Elsinore and

Riverside. The city of Lake

Elsinore, first established in 1888. The main

feature of the city is the lake it's

named after, largest natural lake in Southern California.

About 3,000 acres full of large

mouth bass, channel catfish, bluegill,

crappie, few rainbow trout, and other types

of panda. and fish. Lake Elsinore

started off as a little resort lake town, but steadily grew

into a city of 70,000 residents

roughly today. Back in 1950, when

South was born, just over 2,000 people

live there. And the city of Riverside, back when Bill was born

in 1950, had only about

47,000 people. So the whole area,

way more rural than today. Lots

of orange groves, good places to

his murder spree many years later. Crime-wise,

when it comes to comparing Riverside crime rates with

the overall national rates. In

general, it seems like Riverside County has a slightly

higher rate of violent crime than the national average,

quite a bit more property crime than

13:18

the national average, but also quite a few less

murders than the national average. Bill

Suff would do his best to boost those stats

in 1989, 1990 and 1991. And

then just a tiny bit more now about the

Riverside area before jumping into Billy Boy's timeline. Journalist

David Lore, who wrote about Bill's crimes, had this

Riverside is a burgeoning urban sprawl,

which boasts a UC campus, Mount

Rubido and a county population growth

unmatched in any nearby region. Those

who have traveled through the area often compare the

trek towards the industrial area to that of the

entrance to Dante seven levels of health. A

thick veil of smog rests over the district and the

permeating smell which emanates the area. from many

of the local factories is something most visitors

care not to describe. So,

area. I'm guessing he lives in the LA

area. Again, I don't think it's that bad at all. I think it's

actually a pretty nice place. So

why have you, unless you are a major true crime

fan who likes exploring lesser known killers, likely

never heard of Bill Suff? Well,

like a lot of serial killers who only target sex workers,

his crimes, they didn't really make waves. For

him, they didn't really make waves in Riverside when

14:34

they were happening. Back when Billy

was killing, because of who he targeted, the

14:39

overall population didn't seem all

14:41

that bothered about the murders. Not

14:44

a surplus of empathy back

14:46

in Riverside in the late 80s and early 90s. The

area sadly reflected a lot of the nation's collective

14:51

attitude towards sex workers at the time. They

were terribly immoral women who, you know, if they didn't

14:56

want to get murdered, well, they should

have had the decency to not sell their ass on

the street. And if they, you know, chose to do

that, well, then I guess they

deserved whatever terrible consequences awaited them. That really was

the attitude. Sex workers

they were viewed that way in Riverside. A

blight upon the moral fabric of the area,

a disease that needed treatment. And, you know,

Lovett, owner of Granny's Kitchen – it

was a downtown restaurant in Riverside at the time – interviewed

by a reporter for the LA Times for an article that came

out on February 8, 1991, said, if

it were a bunch of housewives getting

killed, or little kids, then

everyone would be running around with a gun like

vigilantes. But if it's prostitutes, people

figure it's no concern of theirs. You know,

it's just sex workers, so, you know, fuck them. If

they didn't want to die, well, they should have just

went back to school and made some of themselves, right?

They're not my daughters, sisters or moms, so why

article. The sentiment echoed. by an unnamed

asked if she was worried about the murders and informed

of the new killing, she said, there was
