visit, Franklin admitted that while he

had previously held a low opinion of the natural

capacities of the black race, upon

observing the children at school, it had proven

profile with law enforcement. and the public,

weeks when he was on the loose. There were two

important details that made public. A description of Joseph's tattoos

and a habit of going to blood donation banks to

make a little extra money to

fuel his crimes. Former

FBI unit chief John Douglas and

his partner, Agent Bob Ressler, pioneered the behavioral

research program. We talked about that in the

FBI, with the help of Dr. Ann Burgess, who

is currently still a professor at Boston College at

the age of 87 years young, they

began compiling the database of information about serial

offenders. They interviewed serial

mentally disturbed killers who also

thought they were important players

these killers, what motivates them and thus how to catch them. Douglas

shortly before he was captured down in

Florida. A few weeks later, a blood

bank operator in Florida after he was in Mobile

contacted the FBI because he had seen a man

matching the description they suggested sending out. Following

his arrest, Franklin was transported across the

country for the next two decades to

face murder charges in multiple states. He

would be convicted of both the state and federal levels. Regarding

what he learned about Franklin's motives, John Douglas said the

victim could have been anyone. Well,

kind of. He targeted interracial couples, Jewish people,

black people. Just his attitude alone was

disturbing. As many of the murderers I've interviewed,

fuck up about the crime scene. So he

calls in this guy's license plate number for a check, finds

out that the car matches the description of a

vehicle connected to a double homicide in Salt Lake

City. And Franklin, when he talks

to him, matches the description of the alleged shooter.
