been recognized that there

will see in the report is

that the there was sufficient

information given to the inspectors

authority and, therefore, we the general public

have an understanding of

such a failure in such

the reality is that, so for instance, in

the double negative crisis center, we run the National

twenty four hour helpline. We know

how terribly hard it can be

to make a call at all, even to somebody

like us a confidential line where

it's not going to go any farther where people are getting

help. where people choose

to call nine ninety nine and ask for

the Garda Health in relation to

1:45

sexual violence, domestic violence, for

every sort of internet violence. They are

1:49

making a huge decision. And

1:52

this report hopefully will identify

why why the system fell

1:57

down. Why guards seem

1:59

to have

thought it okay to cancel

calls. Now we actually found out that there

was that in some ways, the report

that came out

in September said some of those

calls were dealt with. but not

canceled for some peculiar reason.

But we do know that there were

failures in the system, and therefore,

it's not

2:19

a reliable system. And above

all else, people need

to feel

that the nine ninety nine system

It's reliable. because Gardy had claimed to the authority

that no one came to harm as a result

of of the coal failings of the cancellations.

Do you expect that that's likely to

be accepted by this report? Should it be?

I don't know how they can know that. I don't

know how they can know when it is clear

even to them that their recording was

inadequate at the time. And if we look

at it just last week,

the guy ID went back on

figures that they had for twenty

twenty one. And I identified that

when you looked back on them in a slightly

different way, you could identify a

domestic element in a lot of sexual

assault cause. So

to say that no harm did, where

they they couldn't even tell because they

didn't put the information in on the poll system.

They they couldn't even tell where

harm might be escalating. I don't

know how they can be so assured about that.

But look, if in some way we

get that assurance, that will be

good. But I don't know because the

trouble with anyone calling

in distress to a nine ninety nine

call, the same way as if you turn a guard

face to face. And if you don't get

a response which shows that people

understood what you were saying and understood the seriousness

of it.

Who knows? They may never call again?

because they lose faith in the system. And

what impact has this had at knowing

on the relationship between the Dublin rate crisis

center and garthy because I would imagine if

someone calls you in distress or in dangerous

situation, that your call

takers have no option but

to say to them you must ring 999

That's exactly right.

So in some ways, well, the the guarantee

we deal with have

all recognized that there was

a real problem identified in relation

to the nine ninety nine calls. And in fairness,

we have seen huge advances

in the specialist units that have

been set up to deal with sexual violence and

domestic violence in the commitment of

the top management of the guard

ID to dealing with the issue of intimate

violence. So we see them making progress

across lots of the

4:28

ways. And actually, we have seen

members of and go the

4:32

sheer corner. Very distressed about

this, but we have to call it

4:36

that it is a problem if

we can't say with confidence and

4:40

if people can't call with confidence

to that nine ninety nine number. And the guide,

they accept that we have to say that, and

and many of them accept it is problem

that has to be fixed as well.
