Commodities that did not suffer a five percent-or-greater price decline from mid-January 2020 to mid-April 2020 are not eligible for the Coronavirus Food Assistance Program (CFAP). Specifically, this includes sheep more than two years old, eggs/layers, soft red winter wheat, hard red winter wheat, white wheat, rice, flax, rye, peanuts, feed barley, Extra Long Staple (ELS) cotton, alfalfa, forage crops, hemp, and tobacco.

BUT they will consider you if credible evidence is provided that supports a five percent price decline. 

Comments may be submitted through either of the following methods by June 22, 2020:
1. Federal Rulemaking Portal – Go to regulations.gov and search for Docket ID FSA-2020-0004. Follow the instructions for submitting comments. ( https://beta.regulations.gov/docket/FSA-2020-0004/document )
2. Mail – Director, SND, FSA, US Department of Agriculture, 1400 Independence Avenue SW, Stop 0522, Washington, DC 20250-0522

With the USDA's list of ineligible commodities, we do have a clearer understanding of what commodities are eligible.
