Prof. Govinda is a Distinguished Professor at the Council for Social Development. He was Vice Chancellor, National University of Educational Planning, New Delhi and has taught at the University of London (as Visiting Professor), M.S University Baroda and IIEP, UNESCO, Paris. He has published extensively, including the India Education Report and Who Goes to School: Study of Exclusion in Education. His research interests include primary education, decentralised management, policy analysis, human rights and democracy.
