I liked most of Mark's points. Reaching for a 100% goal is great, but if there's no chance of hitting that mark (I can't see the American people pushing for it) then aiming a bit lower and putting more resources into hitting that lower 40% mark seems like a better and more realistic solution. It avoids the risk of making no progress at all just because people get scared off by the '100%' figure.
