This is due to the failed policies and lack of leadership in California, plain and simple.

Not surprised since both of those insurance providers are still businesses at the end of the day and they need to prioritize on their bottom lines. If a certain demographic has a high chance of claiming for damages, then of course they would pool their loses and no longer offer coverage. The price for the people still residing there despite being so risky would be to pay for higher premiums or in the end, move away.
